Basically this lets the ECU adjust for overheating in stop and go traffic on hot days, while ecognizing that if the car is still overheating at greater than 25 mph then running the aux fan ain't gonna help and there is a more serious problem. To me the key variable is engine temp so I would install a thermostatic switch (as I suggest below), dial it it to around 210 degrees, and call it a day. I just about did this on my 96 SlickTTop swap before I resolved my obd1 obd2 wiring issues.
